Summary

Reserve board ID 1413 (AP_HW_DCD_FC) for the Corp.DCLASS DCD FC flight controller. This PR only adds the registry entry; board support will be submitted separately.

Description

DCD FC is an STM32H743 flight controller with an STM32F103 IO processor, maintained by @LeeWonseok-kr. Following guidance in the ArduPilot Discord hardware channel, this request is limited to reserving its board ID.
