Why

tus has an Open Collective, but none of its repos point to it, so teams that depend on tus-java-client have no obvious way to help fund its maintenance. With this file GitHub shows a "Sponsor" button on the repo that links to the collective. Part of the "make it findable" step in transloadit/growth#122.

What

Adds .github/FUNDING.yml with open_collective: tus. The tus org has no .github repo for an org-wide default, so each repo gets its own file. Sister PRs do the same for the other tus repos and add a Sponsor block to tus.io (tus/tus.io#645).
