Why?

This PR introduces the canary workflow. It runs the full suite of tests and static checks on canary branches which contain generated code for unreleased specs. This allows us to catch CI failures ahead of time.

What?

  • Extract out build, test and static checks into a shared actions, build-package, static-checks and test, that ci.yml and canary.yml files both call
  • Create a new canary.yml github action which will run on pushes to canary branches

Configuration

  • skip-changefile: This PR is not a user-facing change, so there's no changefile.

Move the static checks, build, and test steps into composite actions used by both CI and a new Canary CI workflow. Canary CI runs on pushes to the canary-ga, canary-beta, and canary-private-preview branches, points stripe-mock at the matching canary specs and fixtures, and has no publish job. CI job names are unchanged, so required status checks still match.
