Replace mentions of Open Robotics and the TSC with the ROS PMC, Project Leader, and OSRA/TGC.
Article 8.3 of the ROS Project Charter says a ROS Boss is a PMC member or a committer if no PMC member is available, but it's simpler to just mention "the ROS PMC" here.
