ci(dependabot): group the github-actions minor and patch bumps - #16016

Auto merge runs as github-actions, which can't merge a pull request that changes workflow files once master has moved. Every sibling bump after the first merged one lost auto-merge with workflow_policy_update_error. Dependabot opens one pull request per GitHub Action, and auto merge runs as
github-actions. Once the first of a batch merges, the siblings touching the same workflow files can't be merged by that token anymore, and GitHub drops their auto merge:That hit #16006, #15878 and #15877. Grouping the minor and patch bumps makes it one pull request a week. Majors stay separate, they aren't auto merged anyway.
