Aligns releases/26.x with main/releases/29.x by moving the standalone VerifyAppChanges workflow into PullRequestHandler.yaml as the CustomJob-VerifyAppChanges AL-Go custom job gating Build1 and Build, preserving this branch's existing TestPreprocessorSymbols validation action, and removing the standalone workflow.
