More descriptive Actor.isAtHome #537

Please add a new static Actor function with a more descriptive name.

Motivation
Users have to think about what Actor.isAtHome means; the name is "kind of a joke/pun," which is not ideal.

JC: Actor.venue() = apify, local, ...
- Enum not ideal, if there are only two values

After a second thought: Maybe we could just create
Actor.isRunningOnApify()and deprecate/hideActor.isAtHome()(as alias for it). This doesn't add anything new just improves an existing name, to make super clear what it is.
